Ellen Procida is the Operations Division Manager in the Superior Court of New Jersey, Cape May County. She has worked in various roles throughout her 27 years with the courts including ombudsman, training coordinator, team leader, and probation officer. Ellen has a Master of Arts Degree in Human Resources and Training Development from Seton Hall University and a Bachelor of Arts Degree in Criminal Justice from Stockton University. Ellen brings her passion for leadership and learning to every training session she facilitates.

Karen Michael is the President of Karen Michael, PLC, a Richmond-based work law & human resources consulting firm founded in 2008 and specializing in management and leadership training, workplace investigations, HR Consulting & Special Projects, and employment law advice. Karen has been an employment lawyer for 30 years and began her career working in Big Law. She served as an executive in human resources for SunTrust Bank and taught at University of Richmond's School of Continuing Studies prior to forming her firm.

Karen writes a weekly labor law column for the Richmond Times Dispatch. Karen is a nationally recognized workplace expert and sought-after speaker and has presented around the country, including at the national SHRM conference and the national EEOC conference EXCEL. She is also the author of "Stay Hired " an essential guide for those entering the workforce on how to successfully go to work.

Appointed to the bench at the age of 33, Heather O'Brien served eight and a half years as judge in Osceola County, Florida, wherein she handed tens of thousands of cases, presided over hundreds of trials, was appointed a mentor judge to newly appointed and elected judges, taught at advanced judicial colleges and judicial conferences, and was a member of the Florida Judicial Needs Assessment Committee. Additionally, Heather served as a Supreme Court Fellow, a general counsel to a national abuse prevention organization, a judicial clerk to the Honorable Alex J. Martinez of the Colorado Supreme Court, an Assistant County Attorney for Osceola County, an Assistant Public Defender (who specialized in representing juveniles), and as a Staff Attorney to the judges of the Ninth Judicial Circuit. Heather also spent many years as an Adjunct Professor of Law at Barry University in Orlando.

Heather received her Juris Doctor from Georgetown University Law Center and Bachelor of Arts, magna cum laude, from the Colorado College where she was both the school’s top political science student and top female athlete. Heather is a three time Academic All-American and a member of the national academic honor society (Phi Beta Kappa). An amazing athlete, Heather was the 1998 NCAA National Champion in the heptathlon (a seven-event track and field competition), 1999 NCAA Woman of the Year (Colorado), 1999 Colorado Sports Hall of Fame citation winner, and 2005 inductee of the Colorado College Sports Hall of Fame.  



Rick Pierce, Judicial Programs Administrator of the Judicial District Operations and Programs Department, has served in the field of court administration for the past thirty-five years. Prior to his appointment at the Administrative Office of Pennsylvania Courts, Pierce was the district court administrator for Cumberland County. Prior to his 4 ½ year tenure as court administrator, Pierce was the assistant administrator for the 9th judicial district from 1988-1997. As judicial programs administrator, he is responsible for implementation of programs and education in court administration at the general and limited jurisdiction court levels. Pierce was elected to the National Association for Court Management Board of Directors in July of 2017 and currently serves as President of NACM.

Pierce served as the President for the Mid-Atlantic Association for Court Management from 2005-2006. Previously he served on the MAACM advisory board from 1997-2005. He has been an active member of the Pennsylvania Association of Court Management, (PACM) since its inception in 1989. He served as a board member from 1994-2001, culminating in his presidency in 2000-2001. A graduate of Washington and Lee University, Pierce received his Masters in Public Administration from Shippensburg University in 1995.

Kaelea Shaner is the Diversity Equity and Inclusion Officer for the Delaware Judiciary and works within the Administrative Office of the Courts. She was hired as part of the Courts’ 2022 Strategic Plan for Improving Diversity on the Delaware Bench and Bar. Prior to joining the Delaware Judiciary, Kaelea worked as DEI Program Manager for Strategic Education Inc., which operates Strayer and Capella Universities.

Kaelea holds a master's in education and serves on the board for the Delaware Law-Related Education Center, the Diversity Equity and Inclusion Subcommittee for the National High School Mock Trial Championship, and the Interdisciplinary Review Committee for the Philadelphia Trans Wellness Conference. She is enrolled at Temple University’s Beasley School of Law where she is a Rubin-Presser Social Justice Fellow.

As Senior Producer and Education Specialist for the Federal Judicial Center (FJC), Robb manages projects to design, create, and deliver multimedia educational courses, events, products, and services for federal judges and other stakeholders. Robb is occasionally involved in projects for the United States Supreme Court and the high courts of other countries involved in educational collaborations with the United States.

Before joining the staff of the FJC in 2016, Robb was the Manager of the Technology Education Training Department for the Maryland Judiciary. Before entering the public sector, as a private educational consultant and speaker, Robb authored manuals, programs, and books for national training companies and universities.

As a student in the University System of Maryland, Robb earned a bachelor's degree in computer science, a master's degree in Education (with a specialization in Distance Education and eLearning), a second master's degree in Business Administration (MBA), and a third master's degree in Information Technology Project Management. Robb earned a Doctor of Education degree from The Johns Hopkins University. His research and dissertation focus on educational solutions for achievement equity and social justice concerns in community-based organizations.



Robb comes to the United States from Ocho Rios, Jamaica, where he still has family and visits often. He and his wife and four children live in Anne Arundel County, Maryland. Robb is an active volunteer in his spare time, filling various roles in local, regional, and national organizations.

Jordan C. Ludwick, Esq. has worked in/around the courts of Chester County, Pennsylvania for more than 25 years. Before joining the Court Administrator’s Office in 2015, he served 12 years as a deputy clerk of courts and, interstitially, dabbled as a preliminary hearing prosecutor, a judicial law clerk, and a private practitioner. In his current role as Criminal Court Administrator, Jordan drafts, publishes, and manages the trial lists for ten common pleas judges’ multi-week criminal terms. In concert with the Civil Court Administrator and the department’s jury personnel, he schedules and sequences trials both within and across the multiple courtrooms. He also oversees the hiring and appointment of “conflict counsel” for indigent criminal defendants whom the Public Defender cannot represent.

Jordan earned his bachelor’s degree (mathematics) from Franklin & Marshall College, his master’s degree (applied statistics) from West Chester University, and his juris doctorate from the Widener University School of Law. He was admitted to the Pennsylvania Bar in November 2009. A member of MAACM since 2016, he currently serves on its Business Practices, Bylaws, and Membership Committees. He is also an active member of the Pennsylvania Association of Court Management (PACM).



Away from the judiciary, Jordan enjoys spending time with his 9- and 11-year-old nephews, his 94-year-old grandmother, and family members of all ages in between; listening to the rock, country, and folk music of yesteryear; playing pinochle; and collecting local artwork.

Lisa began her career with the Superior Court in 1991, during her time with Superior Court, Lisa has held many different positions. She was appointed as the Kent County’s Prothonotary from 2000-2012, and then was promoted to Deputy Court Administrator for Kent County Superior Court. Lisa retired in 2018, and realized that she was not ready to end her career with Superior Court. She was appointed in 2020 as the State Court Administrator for Superior Court, and have not looked back. Lisa has been a MAACM member since 1997 and has served on numerous committees. She was co-chair of the membership committee, and was the Delaware Representative for the MAACM Advisory Board.

When Lisa is not working she enjoys spending time with her family, especially her two grandsons. She also enjoys the beach.

In October 2022, Stephanie Medina became the first female and first person of color to be appointed Court Administrator for the Circuit Court for Baltimore County. Stephanie has served as the Deputy Court Administrator in Baltimore County for four years and prior to that she was the Deputy Court Administrator in Baltimore City. She also served as the Program Coordinator for the Baltimore Criminal Justice Coordinating Council. Prior to working for the courts, Stephanie served as Deputy Director General for the Belize Red Cross.

Stephanie received her Bachelor of Arts in Sociology from the University of Hawaii at Hilo, her Master of Arts in Criminology from Indiana University of Pennsylvania and her Master of Science in Organization Development and Leadership from Saint Joseph’s University. In 2018 she earned her Certified Court Executive credential from the National Center for State Courts, Institute for Court Management (ICM).

Stephanie is currently the Vice Chair of the Maryland Conference of Circuit Court Administrators, member of the Maryland Judicial Council and serves on various Maryland Judiciary committees, subcommittees, and workgroups. She is also an Institute for Court Management (ICM) instructor for Maryland Judicial College.



Stephanie was born and raised in beautiful Belize, Central America. She lives in Baltimore County, Maryland with her husband and son.

Roger Roof is serving the Delaware Justice of the Peace Court as the Operations Manager for the New Castle County locations as well as the criminal locations and Voluntary Assessment Center in Kent County, Delaware. He came to his current position through many years of retail management, four years in Corrections for the State of Maryland, and the last ten years with the Justice of the Peace Court. He began his JP Court career as a case processor at the Dover location and has held multiple processor, supervisor, manager, and administrative positions prior to his most recent promotion in April 2023.

Roger possesses a Bachelor of Science Degree in Criminal Justice from the University of Maryland Eastern Shore. Personally, he enjoys spending his time with his wife, Maggy and their young daughter, Barbara.

Patricia Norwood-Foden has been the District Court Administrator for the 15th Judicial District of Pennsylvania, Chester County, since 2009. Prior to her current position, she was the Minor Judiciary Administrator for Chester County and has worked in the judiciary since 1991. Ms. Norwood-Foden earned her Master of Legal Studies from West Virginia University and is a graduate of East Stroudsburg University with a Bachelor of Arts degree in Political Science. She earned a paralegal certification from Penn State University and successfully completed the judicial administration certification program offered by Michigan State University.



Ms. Norwood-Foden is an appointed member of the Constable Education Training Board and currently serves as its Vice-Chair. She is the Past-President for the Mid-Atlantic Association of Court Management (MAACM) and is a Past President of the Pennsylvania Association for Court Management (PACM).
